Unity download assistant doesn't resume downloading

Sometimes it stops downloading for unknown reasons, or after disconnection of my mobile internet. And after that it does not resume downloading. Instead after some time the window message changes as if it is installed and I may launch the editor.
Unity 2017.3.0f1, desktop config (see below).
Laptop: Intel core i3 3110m, GF GT610m (forced enabled), 4 GB RAM, KDE Neon.
Desktop: AMD Phenom II 1055T, GF GTX 550Ti, 4GB RAM, Ubuntu MATE 16.04.
