Unity crashes when updating HDRP to 3.0.0
To reproduce:
1. Create a new project with an HDRP template
2. In the Package Manage window, update HDRP to 3.0.0
Expected: the Editor doesn't crash
Reproduced in 2018.2.0f2, 2018.2.1f1, 2018.3.0a6
Could not reproduce in 2018.1.9f1 and earlier, not possible to update HDRP to 3.0.0
