Undocked Tab is not on the same spot as a cursor when the Unity Editor is attached to the second display
Reproduction steps:
1. Create a new 3D project
2. Attach Unity Editor to the second display
3. Select any view and undock it by click-dragging the Tab of a View
4. Drag the Tab of a View around the second display
5. Observe the mouse cursor and the undocked Tab
Expected result: The cursor and Tab moves together, and they are on the same spot
Actual result: The cursor and Tab move together, but they are not on the same spot. The Tab is offset from the cursor
Reproducible with: 2021.1.0b7, 2021.1.1f1, 2021.2.0a1, 2021.2.0a8
Not reproducible with: 2018.4.33f1, 2019.4.23f1, 2020.3.2f1, 2021.1.0a10, 2021.1.0b6, 2021.2.0a9, 2021.2.0a11

- Reproducible when using two displays
- Reproducible with Console, Project, Inspector, Game view, Scene view, and Hierarchy windows
