Undocked Editor windows do not have name labels when minimized
Reproduction steps:
1. Open the “ReproProject“ project
2. Open the Project Settings window (Edit > Project Settings)
3. Undock the Project Settings window
4. Minimize the Project Settings window
5. Observe the minimized Project Settings window
Expected result: The minimized Project Settings window has a name label “Project Settings“
Actual result: There is no name label in the minimized Project Settings window
Reproducible with: 2023.2.0b16, 2023.2.10f1, 2023.3.0b7
Couldn’t test with: 2021.3.35f1, 2023.2.0b15, 2022.3.19f1 (due to minimizing Editor window feature not existing)
Reproducible on: Windows 10, Windows 11 Pro (22H2)
Not reproducible on: No other environment tested

Resolution Note (fix version 6000.0.0b14):
This issue was caused by a Windows limitation interfering with the Editor. Because of this, the ability to minimize secondary windows has been disabled.
You will still be able to minimize your window if the general Preference "Show All Windows in Taskbar" is set to true.
