Undo is not restoring all of the deleted GameObjects when deleting a large number of GameObjects
How to reproduce:
1. Open the attached project's Scene labeled "BigVramScene_Scratch"
2. Select all the "UltraBlock" GameObjects in the Hierarchy
3. Delete the selected GameObjects
4. Undo the deletion action (Cmd+Z)
Expected result: All deleted GameObjects are restored
Actual result: Some of the deleted GameObjects are restored
Reproducible with: 2017.4.35f1, 2018.4.14f1, 2019.2.16f1, 2019.3.0f3, 2020.1.0a16

Resolution Note (fix version 2022.1):
Added a warning on undo overflow. Fixed in Unity 2022.1.0a6 and above
