Unapplied import settings popup is not thrown when entering Play mode and there are unapplied import settings
Reproduction steps:
1. Open attached project "RiggingTesting - Copy.zip"
2. Select "lowpolyCowboy" in Project window
3. Change "Scale Factor" in Inspector window
Expected result: Unapplied import settings popup is thrown before Play Mode starts
Actual result: Unapplied import settings popup is not thrown
Reproducible with: 2020.2.6f1, 2021.1.0b7, 2021.2.0a7
Not reproducible with: 2018.4.30f1, 2019.4.20f1, 2020.2.5f1
