Unable to update assemblies error on package install
How to reproduce:
1. Create new project
2. Import Playmaker asset (https://assetstore.unity.com/packages/tools/visual-scripting/playmaker-368)
3. Click Install Playmaker in pop-up window
4. Click Import on prompted window
5. Wait for import to complete
Expected results: Import completes without any errors
Actual results: Import throws error
Reproducible with: 2022.1.0a14
Not reproducible with: 2022.1.0a13
