Unable to install package from disk when latest Vuforia Engine AR version is 8.3.9
How to reproduce:
1. Create a new project
2. Download and extract the user's attached 'com.ptc.vuforia.engine.zip' package
3. Select Window -> Package Manager -> Plus sign dropdown in the top-left corner >Add package from disk
4. Select com.ptc.vuforia.engine -> package.json
Expected result: Vuforia Engine AR package 9.0.0 version is installed
Actual result: Vuforia Engine AR package 8.3.9 version is installed
Reproducible with: Vuforia Engine AR 8.3.9 (2019.2.0b4, 2019.2.8f1, 2019.3.0b6, 2020.1.0a7)
Not reproducible with: Vuforia Engine AR 8.1.9 (2019.2.0b3)
Could not test: 2017.4 Package Manager is not introduced, 2018.4.10f1, add package from disk option is not introduced
Note: The issue is caused when Vuforia Engine AR 8.3.9 is the latest version. If the latest version is, for instance, 8.1.9, everything works fine
