Unable to import package with a name that contains special characters
Reproduction steps:
1. Open the attached project
2. Import the package included in the 'Assets' folder
Result: 'Failed to import package with error: Couldn't decompress package' error is thrown when trying to import a package with a name that contains special characters (ąąąčę)
Note: If by design, the error should at least specify the problem
Reproduced with: 5.5.0a5, 5.4.0f3, 5.3.6p2, 5.2.3p3
