UIToolkit parent element size does not respect children's margin and padding when their values are in percent
How to reproduce:
1. Open the “UIBugs.zip“ project
2. Open the “RecipeTest.uxml“ file in UI Builder
3. Select and observe the “PinContainer-Percent“ outline in the UI Builder’s viewport
Expected result: The outline surrounds the three elements inside that element
Actual result: The outline does not surround the three elements
Reproducible in: 2023.1.0a1, 6000.0.54f1, 6000.1.14f1, 6000.2.0b12, 6000.3.0a3
Reproduced on: Windows 11 Pro (24H2)
Not reproduced on: No other environment tested
Note: If at least one of the children has pixel values for margin and padding, the parent will become the right size
