[UIToolkit] [Package Manager] Package manager window gets empty, Editor dyes to black when downgrading “UI toolkit” version
Steps to
1. Create a new project
2. Open Package Manager window
3. Click on a “+” button
4. Select “Add package from git URL”
5. Enter “com.unity.ui” in the input field
6. Downgrade package version to “1.0.0-preview.3” (Package manager gets empty)
7. Click somewhere else in the Editor (extra step for breaking editor)
Expected result: No issues
Actual result: Package manager window gets empty and Editor dyes to black
Reproducible: 2020.2.0b5
Not reproducible: 2020.1.7f1.4572
Can't test on 2019.4.11f1, because "Cannot find a version of package [com.unity.ui] compatible with this Unity version (2019.4.11f1). [NotFound]" error is thrown

Resolution Note:
UI Package 1.0.0-preview.3 is not compatible with 2020.2.0b5.
Currently only the latest version 1.0.0-preview.9 is compatible with 2020.2.0b2.
Due to another bug in the Editor we cannot support any newer version just yet.
