[UIToolkit] ListView incorrectly draws handles when the fixedItemHeight is less than 22
How to reproduce:
1. Open the user’s attached “LvReorderableIssues” project
2. Open the “SSCCE → Demo Window” custom Editor window in the menu
Expected result: Handles are drawn correctly with two horizontal lines
Actual result: Handles aren’t drawn correctly
Reproducible with: 2022.2.0b8, 2022.2.7f1, 2023.1.0b4, 2023.2.0a2
Not reproducible with: 2020.3.45f1, 2021.3.18f1, 2022.2.0b7
Reproduced on: macOS 13.0 (Intel)
