[UIToolkit] FlexGrow variable value doesn't appropriately affect List elements shrinking in an EditorWindow
How to reproduce:
1. Open the user's attached "ListGrowBug" project
2. Open the "Bug -> Open" window from the menu
Expected result: Half of the opened window is green, and another displays the List elements
Actual result: The whole opened window is green
Reproducible with: 2019.4.38f1, 2020.3.33f1, 2021.2.0a18
Not reproducible with: 2021.2.0a19, 2021.2.19f1, 2021.3.1f1, 2022.1.0f1, 2022.2.0a11
