[UIToolkit] EditorWindow background rows sometimes disappear when the window contains TreeView or MultiColumnTreeView columns
How to reproduce:
1. Open the user's attached "UIMultiTreeView" project
2. Open the "Windows -> MultiColumn Test Window" window from the menu
3. Resize the opened window
Expected result: EditorWindow background rows don't disappear
Actual result: EditorWindow background rows sometimes disappear when performing actions with or in the window (such as window resizing or expanding the columns)
Reproducible with: 2022.1.0b13, 2022.2.0a8
Couldn't test with: 2019.4.37f1, 2020.3.32f1, 2021.2.17f1 (user scripts aren't compatible and missing class errors are thrown)
