Slider and IntSlider values start from "2" and "11" instead of 0. Refer the attached screenshot
Steps to reproduce
1) Open attached project
2) UIE Test Suite > Open FTP
3) Controls > Open Window
4) Scroll down to find Slider and IntSlider
Actual result: Slider and IntSlider values start from "2" and "11" instead of 0
Expected Result: Slider and IntSlider values start from 0
Occurring on: 2020.1.0a8, 2019.3.0b7, 2019.2.0f1, 2019.1.9f1
