[UIElements Runtime] Crash in Camera::GetSceneCullingMask when switching to Scene View while PanelRenderer has set RenderTexture
How to reproduce:
1. Open user-submitted project (UIToolkitTesting.zip)
2. Open the TestPanelRenderer scene
3. In Hierarchy window select 'Panel' GameObject
4. In the Inspector window assign Render Texture 'UITexture' as the Target Texture
5. Switch to Scene View
Expected result: the Editor does not crash
Actual result: the Editor crashes
Reproducible with: 2019.3.0b7, 2019.4.5f1, 2020.1.0a13, 2020.1.0f1, 2020.2.0a15(UIElements Runtime preview - 0.0.4)
Could not test with: 2018.4.25f1, 2019.3.0b6, 2020.1.0a1, 2020.1.0a12, 2020.2.0a16, 2020.2.0a18(UIElements Runtime preview - 0.0.3; project incompatible)
