UIElements Debugger splitter resets after entering Play Mode
Reproduction steps:
1. Open "BugDebugger.zip" project
2. Open UI Elements Debugger (CTRL+F5)
3. Try to move the splitter
4. Enter Play Mode
Expected Behavior: Splitter stays where it is at
Actual Behavior: Splitter resets to the previous location
Reproducible with: 2019.1.0b2, 2019.2.0a4
Note: Could not reproduce on 2017.4 stream, 2018.3 stream because the UIElements Debugger is different there.
