[UI Toolkit] PropertyField.RegisterValueChangeCallback is never called on non-leaf properties
How to reproduce:
1. Open the "UIToolkit-PropertyField-RightClick.zip" project
2. Select the "New Scriptable Object UI Toolkit" asset
3. Change any value under "That Struct"
Expected: A log message appears saying that "ThatStruct" has been changed
Actual: No message logged
Reproducible with - 2020.2.3f1, 2021.1.0b3, 2021.2.0a3
No SerializedPropertyChangeEvent - 2020.1 and earlier
