[UI Toolkit] PointerUpEvent isn't sent after the PointerDownEvent when selecting a numeric field element
How to reproduce:
1. Open the attached "case_1408311" project
2. Open the "AI Designer -> Tree Editor" window from the menu
3. Press the "Spacebar" key on the keyboard
4. Add the "Actions -> Talk" field
5. Left-click on the numeric field and drag the mouse
Expected result: After releasing the mouse left button, PointerUpEvent is sent, and the "Talk" field position remains still
Actual result: After releasing the mouse left button, PointerUpEvent isn't sent, and the "Talk" field is following the cursor
Reproducible with: 2022.1.0b16, 2022.2.0a10
Couldn't test with: 2019.4.37f1, 2020.3.33f1, 2021.3.0f1 (the project isn't compatible)
