[UI Toolkit][Mobile] Buttons are clicked despite the parent ScrollView scrolling
Repro steps:
1. Open atttached project "TouchReproIssues"
2. Build and Run on Android/iOS
3. Touch any on the buttons
4. Without releasing scroll the view
5. Release
Expected: Button doesn't get clicked
Actual: A click is registered after scrolling
Reproducible with: 2019.4.26f1, 2020.3.7f1, 2021.1.6f1
Not reproducible with: 2021.2.0a1, 2021.2.0a17
