UI Toolkit Label height is incorrect when "align=justified" is used
Reproduction steps:
1. Open the attached “UI TOOLKIT.zip” project
2. Open the “justified_height_bug.uxml” from the Project Assets Window
3. Observe the text in the Viewport Window
Expected result: Text is justified and doesn’t overflow
Actual result: Text is overflowing and not correctly justified
Reproducible with: 2023.2.0b1, 2023.2.15f1, 6000.0.0b12
Not reproducible with: 2021.3.36f1, 2022.3.21f1, 2023.2.0a23
Reproducible on: Windows 11
Not reproducible on: no other environment tested
