UI Toolkit ':hover' state remains active when another panel is drawn over the hovered element and Touch input is used
Reproduction steps:
1. Make sure a display with touch support is available for testing
2. Open the attached “IN-95076.zip” project
3. Open the “SampleScene”
4. Enter the Play mode
5. Tap the “Open” button
6. Observe another Panel has opened
7. Observe the “Open” button
Expected result The button is not in hover state (gray coloured)
Actual result: The button remains in hover state (red coloured)
Reproducible with: 6000.0.29f1, 6000.0.39f1
Not reproducible with: 2022.3.58f1, 6000.0.28f1, 6000.1.0b7, 6000.2.0a4
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Notes:
- Clicking on the “Close” button and then hovering over the “Open” button, removes the hover state from it
- Also reproduces on the Windows and Android Player
- Does not reproduce with mouse input

Resolution Note:
This has been already fixed in 6.1+ and it's deemed too high risk to backport at this time to 6.0 or 22.3.
