[UI] ScrollView's Scrollbar handle broken with inactive gameobject as View content
To reproduce:
1. Open attached Unity project "UI-BUG-5.zip"
2. Open "test" scene
3. In the Hierarchy, locate "Scroll View Broken" scroll view
4. Click apply on the "Scroll View Broken" prefab
Result: When a scroll view has any inactive child object (can be an empty one) on applying a prefab the scroll handles get corrupted (see attached gif "scrollview.gif")
Regression first introduced in: 2017.3.0b5
Reproduced on: 2017.3.0b5, 2017.3.0f3, 2018.1.0b1
Not reproduced on: 5.6.4p4, 2017.1.2p4, 2017.2.1p1, 2017.3.0b4

Handle in my scrollbar broken, too. I can't fix it.
