UI option is missing from hierarchy context menu

Scene Hierarchy

Steps to reproduce:

1. Open any project
2. Right click on the hierarchy
3. Observe there being no UI selection
4. Press on GameObject tab at the top and observe UI being at the bottom of the list instead of with the other creatable objects

Expected: There should be a UI dropdown to select what UI element to create.
Actual: The UI Dropdown doesn't exist in hierarchy and is in a different place in GameObject tab. (Check attached picture)

Doesn't reproduce on:
2018.2.0b8, 2018.1.4f1, 2017.4.5f1 2018.3.0a1(f6270eb96b17)
