Layout on Services tab doesn't change when changing Unity window size
Steps to reproduce:
1. create a new project
2. go to Window-Services
3. try to resize Unity window
Expected behavior: Services tab resizes as Inspector tab
Actual result: Services tab fails to resize
Reproduced with: 5.5.0a5, 5.4.0f3
Not reproduced with: 5.3.5p8, 5.2.5p1
