[UI Elements] Foldout children styling breaks when flex-basis USS property is used
How to reproduce:
1. Open the SampleScene in the attached project "FoldoutCase"
2. Go to Window -> UIElements -> FoldoutBug
3. Toggle off and on the foldout by clicking on a small triangle
Expected result: all Foldout children will be shown without any styling issues
Actual result: all Foldout children have broken layout and sizing
Reproducible with: 2019.1.12f1, 2019.2.0b10, 2019.3.0a2
Not reproducible with: 2019.1.0a9, 2019.3.0a11
Regression introduced in 2019.1.0a10
Additional notes:
1. Versions from 2019.1.0a1 to 2019.1.0a7 could not be tested due to compilation errors
