Difficult to look all information from Section component like USS Basics window because Scroll bar is missing

Steps to reproduce:
1) Open attached project.
2) UIE Test Suite > Open FTP
3) Open Menu Bar > UI Test Suite > Open FTP > USS Basics > Open Window

Expected Result:
ScrollBar should be available

Actual Result
ScrollBar is missing

Occurs on: 2020.1.0a11, 2019.3.0b9, 2019.2..8f1, 2019.1.14f1

Note: The project has been made using 2019.1.0b10

Environment: Both Windows and Mac.
