[UI] Dialog of Unapplied import settings appear when trying to apply changes made in texture settings
To reproduce:
1. Open attached project
2. Go to textures and change some settings
3. Press Apply
4. Press anywhere else on the editor
5. The Unapplied import settings table appears
Actual results: The window of Unapplied import settings appear
Expected results: When pressing apply button should apply immediately
Reproduced:2019.2.0b6; 2019.2.1f1; 2019.3.0a12
Not reproduced: 2017.4.31f1; 2018.4.6f1; 2019.1.14f1; 2019.2.0b5
