The TextureImporter's Apply button is not registered after changing the Settings in the "Platform" section
How to reproduce:
1. Open the attached "TilemapRepro.zip" Project
2. Click on the "WallLow" Sprite
3. Change the "Compression" Settings in the Sprite Importer
3. Hit the "Apply" button
Expected Behaviour: The button becomes unclickable as it registers the changes
Actual Behaviour: The button does not register the changes and prompts you to apply changes upon clicking anywhere in the Editor
Reproducible with: 2019.2.0b6, 2019.2.0b9, 2019.3.0a8
Not reproducible with: 2017.4.30f1, 2018.4.3f1, 2019.1.9f1, 2019.2.0b5
