TwoPaneSplitView CollapseChild doesn't work when the pane is first drawn
How to reproduce:
1. Open the user’s attached “Bug.zip” project
2. Go to Menu > Window > Two Pane Window
3. Observe the result
Expected result: The opened “TwoPaneWindow” window has one green pane
Actual result: Opened “TwoPaneWindow” window has two panes, green and red
Reproducible with: 2021.3.36f1, 2022.3.21f1, 2023.2.14f1, 2023.3.0b10
Reproduced on: macOS 14.3.1 (Intel)
Not reproducible on: No other environment tested
Note: not reproducible if adding a delay by using Menu > Window > Two Pane Window: Collapse Delay
