Tutorial Framework package version is not upgraded to 5.0.X by default when creating a new project
Reproduction steps:
1. Create a new project with a template that includes Tutorial Framework package by default (e.g. AR Mobile template)
2. Open Package Manager (Window > Package Management > Package Manager)
3. Observe the Tutorial Framework package version
Actual result: Tutorial Framework package version is not the newest available or 5.0.X version
Expected result: Tutorial Framework package version is the newest available or 5.0.X version
Reproducible with: 6000.0.66f1
Not reproducible with: 6000.3.5f1, 6000.4.0b5, 6000.5.0a5
Reproduced on: Windows 11, macOS Sequoia 26.2 (M4)
Note: Issues that are fixed in 5.0.X are visible in projects that have 4.X.X default version
