[ReflectionProbes] Trees painted on Terrain don't respect `Reflection Probe Static` flag
Meshes and SpeedTree assets painted on terrain as trees don't respect the `Reflection Probe Static` flag. In 2018.2.0a1 (rev. 6853091488b0), terrains respect `Reflection Probe Static` flag, when this is disabled, terrains are no longer baked into reflection probe. However, the issue still persists for trees on terrain.
Steps for reproduction:
1) Download the project `RefProbeTerrainTest` below
2) Ensure that terrain only has `Lightmap Static` flag enabled and `Reflection Probe Static` flag disabled
2) Disable auto mode and bake the reflection probes
3) Observe that trees on terrain are still rendered into cubemap
Notes:
- Not a regression, this feature was never implemented
- An image is shared below to demonstrate the problem
