Tree View from UI toolkit will take one XR controller as primary input and ignore the secondary when the game is unpaused
How to reproduce:
1. Open the attached project "IN-121569"
2. Open folder Samples > XR Interaction Toolkit > 3.2.1 > World Space UI
3. Open scene "DemoScene"
4. Build and Run for Meta Quest device
5. Press the Meta Menu button on your controller
6. Press Resume
7. Interact with the Tree View UI
8. Observe the Game View
Expected result: User is able to interact with Tree View UI
Actual result: User inputs with Tree View UI are not registered
Reproducible with: 3.0.0 (6000.0.0b11), 3.4.0-pre.2 (6000.0.62f1, 6000.2.10f1, 6000.3.0b9, 6000.4.0a4)

Not reproducible on: No other environments tested
