Tracks are occasionally overlapping in the Timeline when resizing the width of the Track and the list is automatically scrolled
How to reproduce:
1. Create a new Unity project
2. Go to Window -> Sequencing -> Timeline
3. Select any GameObject and create a Playable
4. Add a few Tracks
5. Make any of the Tracks wide so the scrollbar appears
6. Narrow down the Track so the list is automatically scrolled and observe the resizing
Expected results: Tracks don't overlap
Actual results: Tracks occasionally overlap so the flickering appears
Reproducible with: 6000.0.64f1, 6000.2.15f1, 6000.3.1f1, 6000.4.0b1, 6000.5.0a3
Reproducible on: Windows 11 Pro
Not reproducible on: No other environment tested
