Tooltips for Settings are offset when a window is expanded horizontally
Reproduction steps:
1. Create a new project
2. Select the Main Camera in the Scene
3. Expand the Inspector window horizontally
4. Hover over one the settings to bring up the tooltip
Expected result: The tooltip is below the setting name and the mouse cursor
Actual result: The tooltip is offset to the side
Reproducible with: 2017.4.32f1, 2018.4.8f1, 2019.2.4f1, 2019.3.0b2, 2020.1.0a3
Notes:
1. The issue can be observed with some of the Project Settings as well. (Physics -> Friction Type)
