Tooltips are split and shown on both screens when using dual monitors
To reproduce:
1. Open a new Unity project
2. Drag Inspector* Window to a second monitor
3. click on Main Camera**
4. Drag the mouse to any of the components in the Inspector window to prompt a tooltip
* any window
** any gameObject
Expected result: the tooltip should only appear on a single monitor
Actual result: the tooltip is split and shown in both monitors
Reproduced in: 5.5.3p2, 5.5.3p3, 5.6.0a1, 5.6.1f1, 5.6.1p1, 2017.1.0b5
