[Toolchain][Windows] "Failed to initialize sysroot" error spam when Importing the Toolchain package for building Linux IL2CPP
Reproduction steps:
1. Open a new or an existing project
2. Import the Toolchain package by editing the manifest.json file of the project
3. Observe the Build Settings window
Expected result: You should be able to build the project
Actual result: The window displays an error that the project requires a Toolchain package to be installed. Also, upon reloading the project, the Console is spammed with "Failed to initialize sysroot com.unity.toolchain.win-x86_64-linux-x86_64" error
Reproducible with: 2019.4.13f1, 2020.1.11f1, 2020.2.0b9, 2021.1.0a2 (0.1.14-preview)
Could not test with: 2018.4 (The Toolchain package is not present for this version)

Also reproduced in 2020.2.1f1. However console errors don't show.
