Tool from the Scene view Toolbar is visually turned off but still active when clicking the active tool again
How to reproduce:
1. Create an empty project
2. In the Scene view toolbar, select the Move tool
3. Deselect it
Expected result: either the Move tool gets deactivated or it is not possible to deselect the button
Actual result: the Move tool is deselected and still active
Reproducible with: 2021.2.0a18, 2021.2.0b1
Not reproducible with: 2018.4.36f1, 2019.4.28f1, 2020.3.12f1, 2021.1.13f1, 2021.2.0a17
