Toggle.OnValueChanged is invoked when not changed
Steps to reproduce:
1. Open attached project's scene "ToggleBug".
2. Enter play mode.
3. Click on checked toggle - OnValueChanged() function is called, although value was not changed.
Workarounds - manually check if value was changed.
