Title bar doesn't get updated to <Vulkan> when using Vulkan Graphics API with AMD GPU
Reproduction steps:
1. Create a new 3D project
2. In Edit > Project Settings find Graphics APIs for Windows
3. Add Vulkan
4. Observe Editor title bar
Expected result: In title bar <Vulkan> is shown
Actual result: In title bar <DX11> is shown
Reproducible with: 2019.4.361, 2020.3.30f1, 2021.2.14f1, 2022.1.0b10, 2022.2.0a7
Note: Does not reproduce if switched to NVIDIA GeForce
