[Tiny] Trying to open the configuration window fails and throws NotImplementedException
Reproduction steps:
1. Open the attached project "SampleDots.zip"
2. Within the Unity Project open the DOTS Project called "NewProject"
3. Open Configuration Window inside Toolbar -> Window -> General -> Configuration
Expected result: Configuration window opens
Actual result: NotImplementedException is thrown in the Console Window
Reproduces on 2019.2.0b7, 2019.3.0a7 and Package Version 0.15.3-preview
Couldn't test on pre-2019.2 due to Package Errors
