Timeline window is unusable when scaled down to the smallest possible size
How to reproduce:
1. Open/create any project
2. Open the timeline window
3. Scale it to the smallest possible window
4. Observe the window
Expected result: Window is small, but still possible to use
Actual result: Window is too small to do anything
Reproducible with: 1.6.5 (2021.3.25f1), 1.7.4 (2022.2.21f1), 1.8.2 (2023.1.0b18, 2023.2.0a16)

Resolution Note:
After evaluating the impact, workaround and risk associated with fixing this issue, in addition to the current team's bandwidth and priorities, we have concluded that this issue will not be addressed in the foreseeable future.
