Timeline keeps ghost references to Signals

Steps to reproduce:
1. Open the project “IN-14561” folder → Assets → Timeline → Signals → SIG_CompleteCurrentAction2.signal.meta
2. Notice GUID 1cd2863c45f2c13bbab935d9e9b848a3
3. Open the “Sample TL_Skill_ApplyNext.playable” file, it contains 1cd2863c45f2c13bbab935d9e9b848a3
4. Open the project with the Editor
5. Open the “Sample TL_Skill_ApplyNext.playable” Timeline (Assets → Timeline).

Expected result: There is also a “SIG_CompleteCurrentAction2” signal
Actual result: There is only the “SIG_ApplyNextEffectToAllTargets” signal

Reproducible with: 1.7.1 (2020.3.40f1, 2021.3.11f1, 2022.1.18f1, 2022.2.0b8, 2023.1.0a10)

Reproduced on: macOS Monterey 12.5.1 (Intel)
