Tiles don't flip when using Grid Painting/ Flip Y shortcut
Repro steps:
1. Open attached project
2. Open the Tile Palette Window
3. Select the tile in the Tile Palette Window
4. Try to flip it using the Grid Painting/ Flip Y shortcut
Actual: The tile doesn't flip
Reproducible with: 2017.4.9f1, 2018.1.9f1, 2018.2.2f1, 2018.3.0a7
Notes:
- The tile sometimes flips along the Y axis when pressing both flip shortcuts or one after another
Fixed in: 2018.3.0b1
