Tiles change overlap layers when Tilemap cell's dimensions are lower than Tile's
To reproduce:
1. Open attached project ("GlitchingTiles")
2. Open scene B
3. Select three tiles in Tile Palette window
4. Paint a lot in the Scene window, look for glitch to happen (see attached video)
or
1. Open attached project ("GlitchingTiles")
2. Open scene A
3. Select three tiles in Tile Palette window
4. Hover the brush over the same grid cell as in attached video
Expected: tiles do not change overlapping layers
Actual: tiles change overlapping layers
Reproduced with: 2017.4.16f1, 2018.2.20f1, 2018.3.0f2, 2019.1.0a12
Notes:
- Glitch is only cosmetic and does not have any effect on the project
