Tilemap and Tile Palette are broken when updating the project
How to reproduce:
1. Open the attached project
2. Observe the "tilemap_test" scene
3. Open Tile Palette (top window -> Window -> 2D Tile Palette) and observe it
Expected result: After updating the project nothing is changed
Actual result: Missing tiles, just the frames are shown
Reproducible: 2019.1.0b10, 2019.2.0a11
Not reproducible: 2018.3.12f1, 2019.1.0a1, 2019.1.0a6, 2019.1.0a8, 2019.1.0f1
