[DirectX][OpenGL]Tiled Animated Sprites glitch out when iterating over frames

Reproduction steps:
1. Open the attached project ("k67 spriteGlitches")
2. Build and Run the project
3. Inspect the game until you will see graphical glitches/artifacts (~30 seconds)

Expected: Sprite animations do not glitch out
Actual: Sprite animations glitch out, graphical artifacts appear

Reproduced on: 2017.2.0p1, 2018.1.0b12, 2018.1.9f2, 2018.2.8f1, 2018.3.0b1
Not Reproduced on: 2017.2.0p2, 2017.4.11f1, 2018.1.0b11

Notes:
Issue does not occur when built on Vulkan API
Issue occurs when built on DirectX and OpenGL APIs
Issue does not occur in Editor Play mode
Glitch intensity varies depending on used API version

    Its still happening in unity 2019.4
    When you SetActive(false) to sprite
