Tile Palette Windows Overlay Menu cannot be reached from the Windows Kebab Menu and a secondary Overlay Menu is present
*Steps to reproduce:*
# Create a 2D Project
# Open the Tile Palette Window
# From the Windows Kebab Menu open the Overlay Menu
# Slowly bring in the cursor into the Tile Palette Viewport towards the opened Overlay Menu
# With the Tile Palette Window focused open the Overlay Menu with a shortcut (`)
*Actual results:* The Overlay Menu disappears when the cursor enters the Tile Palette Viewport, a secondary Overlay Menu can be opened with a shortcut (`) and the two are not tied together as the same Overlay Menu
*Expected results:* The Overlay Menu remains opened when the cursor enters the Tile Palette Viewport, no secondary Overlay Menu can be opened
*Reproducible with versions:* 6000.0.3f1, 6000.0.10f1
*Not reproducible with versions:* 2021.3.40f1, 2022.3.37f1, 6000.0.2f1
*Tested on (OS):* Windows 11
