Tile Palette Windows Overlay Menu cannot be reached from the Windows Kebab Menu and a secondary Overlay Menu is present
Steps to reproduce:
- Create a 2D Project
- Open the Tile Palette Window
- From the Windows Kebab Menu open the Overlay Menu
- Slowly bring in the cursor into the Tile Palette Viewport towards the opened Overlay Menu
- With the Tile Palette Window focused open the Overlay Menu with a shortcut (`)
Actual results: The Overlay Menu disappears when the cursor enters the Tile Palette Viewport, a secondary Overlay Menu can be opened with a shortcut (`) and the two are not tied together as the same Overlay Menu
Expected results: The Overlay Menu remains opened when the cursor enters the Tile Palette Viewport, no secondary Overlay Menu can be opened
Reproducible with versions: 6000.0.3f1, 6000.0.10f1
Not reproducible with versions: 2021.3.40f1, 2022.3.37f1, 6000.0.2f1
