Tile Palette Edit mode turns off in Play Mode
Reproduction steps:
1. Create a new Universal 2D project
2. Open Tile Palette window (Window > 2D > Tile Palette)
3. Create New Tile Palette > Create
4. Press “Tile Palette Edit” button
5. Enter Play Mode
6. Observe “Tile Palette Edit” button
Actual result: “Tile Palette Edit” button gets disabled
Expected result: “Tile Palette Edit” button is enabled
