Tier Settings window UI elements shift/migrate when docked and resized
Steps to reproduce:
- Create a project
- Go to "Edit -> Project Settings ->Garphics"
- Find the "Tier Settings" section in the "Graphics" window
- Click the "Open Editor..." button next to the "Tier Settings" title
- When the "Tier Settings" window opens, dock it next to the "Scene" or "Game" windows
- Resize the window and observe the components' behaviour on the right side
Actual results: Components migrate from a defined window section
Expected results: Components should not migrate from a defined window section
